Yes.  There is nothing Wizards could do to stop others from developing
similar trademark usage licenses for various OGL products.  The only
requirement is to remember that a trademark license cannot impose any
additional requirements on the OGL -- the additional requirements are only
imposed on those who wish to use the trademark.  So if someone like GRG
creates a trademark license underneath the OGL and then someone else comes
along and likes the open content published by GRG under this trademark but
doesn't like the requirements of the trademark, they are free to use the
OGC without the trademark, using just the OGL.  (Exactly the same
situation as with the D20STL from Wizards.)
