Perhaps Action! System would be the first open gaming system to utilize OGC
(and OGL) in a class-less, level-less set of RPG rules, particularly if
their trademark license and their OGC-filled reference document would
*promote* such type of system.

Yeah, yeah, I know. You could do the same with the d20 System with the
d20STL, but so far no one has been able to work around that character
creation rules, particularly when you cannot add or revise new instructions
to it. Correct me if I'm wrong. I'm sure someone can find a loophole, like
the concept based on the use of class feature to select bonus feats a la
fighter, for example. If a fighter class can allow you to select from a list
of bonus feats, then perhaps a class can allow you to select a list of
background feats or skills, or perhaps a group of professional skills as
class skills (e.g., a scientist class would allow you to specialize a field
of science with professional skills).

Anyhoo, just some rambling thoughts...
