Sure, there are references to the changes in the list archives, but AFIAK, 
the actual documents are not available, except perhaps via private email 
from one person who claims to have them:

Since Mr. Peterson made a comment to the effect that we should read the 
proposed new license(s), I was hoping they might be available in a more 
public fashion.
