Actually the proposed changes to the D20STL were included as attachments
in a message Ryan sent to the list(s) back in December.  That's why Mike
Cortez said to go look at the archive.

I'm assuming Mike's closing comment means that he went to check himself
and there is currently some problem with the archives.  Perhaps Ryan
resend them to the list.  (I'm assuming WotC doesn't want to post them
anywhere until they are actually official - altho last week Ryan indicated
that all the work should be done and now it's just a matter of fitting it
into the schedule of WotC web posting.)
