Probably no one, you're right. It would be silly, wrong-headed, and 
petty. :-(

On the other hand, the language you use in your products seems to show 
up in a lot of other places, and there are a lot of other people that 
seem to want to accomplish a similar task (provide a single work that 
can be divided into subsets, each with its own Section 15). So wondering 
whether it's okay doesn't seem entirely useless.

Whether it is or isn't exact doesn't have much to do with intent, does 
it? "Right" and "lawful" are often not quite the same, however much that 
seems wrong. (And however much I agree that there *ought* to be a way to 
do this.)
