Based on the description of 'applying the effects of experience', could a game published under the STL include something like the following:
"After every adventure is complete, or during breaks in long adventurers (GMs discretion) each character may pick 1 of the following: +1 BAB +1d6 hit points +1 caster level +4 skill points +1 to a saving throw Etc..." There is no mention of 'experience', 'levels', 'adding a level to an existing class', etc. (I wish to emphasize that, as always, I am not looking for loopholes in order to 'get' WOTC; I am playing with ideas, and wondering how far you can change core D20 (in this case, eliminating levels) without making it impossible to qualify for the license.) (I'm still pondering whether AEG could put, on their D20 books, the phrase "From the publisher of 'Dungeons' and 'Dragons'". (Note where the quotes are.))
