Please open your copy of CoC to the CREDITS page.  Read the text right
below "inspired by H.P. Lovecraft".  Since the CoC rules aren't Open
Content, how exactly to you intend to use those rules?  So there's
absolutely no reason anyone publishing under the OGL would ever need to
refer to the CoC book at this point.  In fact doing so could probably be
construed as an admission of copyright violation.  Maybe someday those
rules might become OGC (altho since this wasn't solely a WotC project it
may be less likely) but for now they aren't.
