If you opened the whole source to OGC sure.  Or kept the OGC in a separate
file.  Basically, another person has to be able to come along, and adjust
the data to change the rules to what they want.  It's a very big gray area.
I HIGHLY suggest you open a conversation with Anthony V. before you start
distributing anything along those lines.

According to Wizards, this is not an option.  All OGC portions must be
clearly marked and in 'plain English.'  They are a little lax on the term,
if you've ever seen PCGen data files.   Basically, they need to be readable
by someone without programming experience.  It boils down to text files and
documentation on syntax.
