According to Wizards, this is not an option.  All OGC portions must be
clearly marked and in 'plain English.'  They are a little lax on the term,
if you've ever seen PCGen data files.

"Plain English" isn't a requirement. "Human readable" is.

Wizards (Anthony V. and Andy) keep a close enough eye on the RolePlayingMaster software ( see http://www.roleplayingmaster.com ), and have no issues with it that they've communicated.

This software package is partly binary executable, and partly open source, openly viewable data and scripts.
The binary itself contains no OGC, and the license is satisfied. THe primary purpose of the compiled binary is to provide generic database facilities, a user interface and a scripting language tailored for general RPG use. The openly viewable (and modifiable) scripts themselves contain all the OGC game mechanics, and make use of OGC data in the database (again openly viewable and changeable).
