Tom, this was the test that Ben and I did the other day. I, too, can 
edit and add pages, but I cannot make them open to other editors (other 
than the folks who already have privileges). I cannot edit your /dev/ 
page if I am not logged in with a specific account. So we are dependent 
on someone (Anand?) to give privileges *individually* which just doesn't 
scale. This is why I was hoping that it would be possible to create a 
directory that was by definition public write (the way that the bib 
pages are). That would give us a playground where privileges are not an 
issue.

Again, how would privileges get set? Would someone have to give 
privileges individually?
