GitHub is, I would guess, somewhat less inviting than MediaWiki to non-tech open culture advocates, who would presumably be a big factor in any community effort to revitalize OL. Reaching that community is a potential advantage of doing this on meta.wikimedia.org.
I agree that the ideal situation would be publicly editable pages on OL; but it seems like there are legitimate reasons that can't happen.
