As for per-package installation, it has two disadvantages:
1) It is very slow if compared to squashfs (just take a look at mageia installation process, if they still use per-package installation, and be prepared to wait a couple of hours) 2) We have too many packages (~10.000) and most users have no idea about what 99% of that packages do.

Imho, it makes more sense to follow SUSE way and to have a base squashfs image with minimal system and additional images - e.g., with KDE, Gnome and other DEs, with printing/develpment stacks, localizations for every language, etc. So users will be able to make a top-level choice without digging into per-package basis and still have enough flexibility to setup their system according to their needs.

But again - talk is cheap and still we have nobody willing to improve the installer:)

Ok why we just don't take a look at arch-linux?
Would be perfect a core iso , everything else will be decided by user
at install time by launching the install scripts , that launch the install
of a task-package OTA
Already we have meta /task-packages so it won't be very difficult to improve this,

For offline install we can keep it like it is.

And another thing ... nowadays a high speed connection is available /*even */
via various mobile data ... so only if our isos are made to be installed
at the north/south pole or in the middle of sahara desert
offline install is just in case....

As for timing is like an DE upgrade 5 to 10 minutes to install kde4 ...
just to mention a recent example in fresh.

But of course this is only my POV, as for installer ...we have much
worse problem to solve ...the installer IMO, is not a high priority
issue , but that rosa-fresh and omv act like M$ crap when uuids are changed
THIS IS AN ISSUE. And you can deny it on avoid it , I can tell you about
hundreds of pc that wont boot and users are clueless in front of a
useless dracut-emergency-shell, but I bet that
"i can tell you , and you don't wanna know" just to mention a famous
phrase. :-D
