In fact I rewrited the question asked by TPG to council. The fact is that technically we don't disagree with including it by default but there is the need to explore the risks we may have. This is btw the one and only decision took by council about development because of the legal aspect, to keep libdvdcss in restricted repos rather than in main. It can change in the future of course.
