Why should others establish groups to encourage people to follow 
completely reasonable laws. This should be common courtesy. Groups like 
MADD should not have to exist.*** Common sense says, one will be 
impaired by drinking this proportion of drinks; therefore, one should 
either walk home, get a ride home or use a  cab.

I have always wondered how groups targeting the general audience have 
done with their idea. Sure, MADD might have succeeded in getting tougher 
DUI laws on the books, but is there any evidence out there to suggest 
the campaign is working?****

drunk, contrary to the way that I know someone will interpret this. 
Before you think, it says that. Reread it and note the word 'have.' (Due 
to the barrage of character assassination that many list members are 
resorting to I am putting this disclaimer up here because I know there 
is someone out there that will twist these words around.)

Its obvious in at least one way that it has worked, but to what extent?

Since you brought up NAG...
It was another idea gone sour in at least on way. I really enjoyed 
bicycling in areas where NAG was the most powerful. The constant gawking 
and following of me at times; the citizens that lived in this area were 
quite annoying*****. How do you report acts of harassment against groups 
that are being funded by the police department? This however has not 
happened this year or last year; it finally ceased. (Gee, has my right 
to free travel been removed now because of the fear of gangs?) 
Furthermore, it is much easier to document gang activity than to 
document moronic driving habits.

Statistically Winona may be a  safer community, but statistics are 
invalid if someone does not report the crime.******

***** and no, I am not enrolled in a gang nor have I ever been, just an 
ordinary person passing through a particular area.
****** Just a  simple observation about statistics, nothing more.

It comes down to one thing, common sense.
