I do not see "courtesy" as the problem.  In some cases, especially at
intersections controlled by stop signs, drivers apparently trying to be
courteous are the source of problems at the intersection because they are
not correctly applying the rules of right of way.  In some situations, I see
drivers behaving in a way which suggests that they think the rules do not
apply to them; I see this more as an attitude of arrogance than as a lack of
"courtesy".
