It is possible to do the translation via the web.
The way Pootle is configured at Apache there is not a new user
registration. It uses the the existing Apache LDAP and existing
Apache logins. This means that only Committers can log in to Pootle.
Given this limitation, and little hope that it will go away, we need
to figure out how new localization volunteers can help with the
project. In the "How to help" draft I posted, I suggested two ways:
1) Entering suggestions in Pootle
2) Working off-line with a translation client instead of Pootle.
Another option might be:
3) We quickly vote in as committers any new volunteer so they can access Pootle.

+1 for option 3. My ICLA is already at Apache.
I've been working on the OOo POOTLE for at least the last years.
However it seems *not done* to nominate one self as a committer I
think I have to take this opprtunity to at least let you know I'm there.
I won't be commtting any code to the project since that is
absolutely not my 'forte' or area of expertise :-)
I just need acces to POOTLE to be able to translate UI and Help to
Dutch.
I was working on updating the earlier existing translations as the
plug was pulled, so I would really like to continue
