Dick are you interested in a po file? Currently Jürgen has been providing po files to people interested in translation and then handling the import into Pootle - option (2). Every so often he has been discussing these individual's contributions on ooo-private and we have voted in a number of people using a slower version of option (3). It took some effort and adjustments to come to this arrangement. Sorry, I don't see the full (3) as practical. The PPMC needs to see some merit within the project before granting an Apache ID and karma. Any discussion on the mechanics of VOTEs in the project are best discussed on ooo-dev.
