Or use a Mac to build and edit ;-)


Seriously, it should not be that hard to build the doc on windows. I  
would switch to the Java versions of Xalan and some other tools, and  
have a small selection of Cygwin installed (in a previous project we  
did not use the whole thing, but just the dll and some of the unix  
command processors.)
