David's not chimed in yet, but he's said that the Windows version of docbook does a pretty horrible job of formatting the docs. It's possible to build on Windows, but they're not real usable, but if all you're looking to do is check for syntax errors, it's probably ok. But just committing the changes and using the build machine to build does that same thing. I do the same thing Mark does and commit the changes and use the build machine much of the time. If I know I'm going to immediately fix any errors turned up, that's an acceptable solution.
