I have no idea. As of Windows 10, zip file handling is integrated with
file explorer. I.e. one can zip or extract(unzip) files directly from
the file explorer sub_menu. A zip file is recognized as a kind-of
directory apparently.

I see the same on Windows 10 and windows 7, only tried rexxref but
since I can download it on macOS (using a different path) and unzip
and look at it either the zipping is using macOS-only compression or
Microsoft blocked out some algorithms. Or the sourceforge download
is doings something to the file (probably not).
Either way I will go after it, googling throw up a number of (other)
zip problems but it should be solvable. Thanks for noticing.
