That's like saying that adding a deadbolt to your front door isn't useful
because it doesn't secure every possible entrance.

You could use a tempest shielded display.

The display doesn't need to be color unless you are putting up color
photos of the candidates.

I'm not sure if HDCP would be useful for voting machines or not
(that's why I asked).  If it is useful, it makes a strong argument
to allow FLOSS hardware to use HDCP.
