I would allow at least two. Otherwise multiple cards in the
same system are hard to test. And yes, this is an issue and
known to produce failures (does anyone remember the infamous
RTL8029?).
I doubt that more than 3 would be resonable.
Well, we've decided that it's now the purview of the OHF to decide who
gets any and how many.
