I wouldn't do that. This is a decision that will cost
Traversal money and i doubt that the OHF board is qualified
enough to judge whether someone is enough of a contributor
to get a discount or not.

If you are not sure whether someone should receive a discount
you can always ask a few people in _private_ who you think
are qualified enough to judge someone.
