That is true for now. We are setting up a group of JIRA experts that will handle further improvements of the bug tracking system. The first round of discussion will most likely be in non-public (regarding security implications, etc), and after that we hopefully move to a public list - either opengov@ or a dedicated list. In a mean time please keep using the jira for jira issues, we will go through a list of requests there.
