In ant case Microsoft and Apple business is to also to produce applications - they have quite an experience in targeting end-users (Microsoft jokes apart). Oracle doesn't. This doesn't mean that they couldn't. But should they do that, it should be a business decision, which means also to update their business plans, not just a way to push their technology.
