That's right!
"the texture(s) used to "decorate" the regions" called "Ground
Textures" by the Viewer (Region/Estate window) are images512 × 512 which
are applied to the SurfacePatch according to the local height.
What is special is that the four images will blend into their
boundaries. If you want to test the behavior of Ground Textures, create
4 solid color textures (red, yellow, green and blue) and vary the
Texture Elevation Ranges.
