Even compatible interface changes are still changes, and need ARC review.

You can break it up across multiple people.  Code doesn't get putback to 
Solaris without at least two sets of eyes looking at it.  Whether it has 
1 line of change, or 1M lines of change.

I don't know how to test it.  But you had better find out what is 
required, and I think that means working with Don, before you file an RTI.

Actually, since I have learned that you are in SWAN already, you can 
file the RTI yourself.  BUt I did omit one step, which is that you have 
to integrate star into a local workspace of your own, and make sure that 
it builds properly (including a full ON build).  If you are integrating 
into SFW, rather than ON, the rules may be different.

I thought I was pretty clear above.  You seem unwilling to even try to 
figure it out.
