Actually there is a comprehensive and well-thought-through governance
model in existence, which the CAB has been working on with little
community feedback - see http://www.genunix.org/wiki/index.php/
OpenSolaris_Governance_Draft_02 for which feedback is still sought.
The CAB is in the final stages of agreeing this version.
