That is the default environment for the new user created by the OS installer.
As always, users are free to change their $PATH to any set of tools they like,

If you read past discussions on the installer, you'll see that one of the goals was to keep the install process as simple as possible. Configuration options like this belong in the firstboot configuration setup, or in visual panels where they don't add to the complexity of the installer.
