This should be true as of build 128+. With the exception that some requests can't be proxy-cached (such as remote search or the web interface or publication operations) since all of the content is dynamic.
The intention of the pkg(5) project is certainly to make it web-cache friendly (squid, et al.) as much as possible.
You also have the option of setting up a completely local copy of the package repository for major releases (such as 2009.06) using the repository ISO images that are provided.
