As far as repository ISO images, at this point, I only know of the major releases found in the /release repository being supported.

I don't know what the plan yet is to fully support the off-line case for the /support or /dev repositories.

As for the webcache thing, yes, you should be able to perform installs or updates completely "offline" assuming your proxy has cached all of the package manifest, file, and catalog data.

For instance, we use pca's proxy feature to cache our patches.  So long as I 
have a reference xref handy, pca can do all of the needed analysis offline.  If 
I already have all of the needed patches cached, then I don't need to go any 
farther than my proxy host.

Once I've tested my golden update level, I want to repeat the same update 
process on more hosts, with a minimum of internet needed (or none if possible).

It is planned that some sort of download only option is added to image-update and install. I believe it is also planned to enhance updatemanager to be able to prepare for the update as well.

So even if you didn't have a proxy in place, you should eventually be able to do something like:

pfexec pkg image-update --download-only

...and then later:

pfexec pkg image-update

...completely offline.
