the support of the "openvasrc" files in the OMP was mainly for
transitional purposes until we establish the XML Scan Configurations.
This is now all in place and I recommend to not use
openvasrc files anymore.

What is missing yet is a completed documentation of the OMP protocol
so that you know about any actions to apply via omp-cli.

However, the web client GSA already support any of the OMP commands.
So it is possible to create a scan configuration with this web client.

Then you could either export it as XML and import it with omp-cli.
But acutally, when creating a new scan task, omp-cli can simply
refer to the scan configuration and associate it with the task.
The base message here is: In fact you are not forced anymore to have
any file stored locally.

Hope this help?

All the best

        Jan
