There is only one "technique" available in osgTerrain right now - the osgTerrain::GeometryTechnique which is a brute force tessellation of the tiles, where a regular grid is generated, and only very simple down sampling is provided in the form of a coarser regular grid. The design of osgTerrain is that it allows you to provide your own custom TerrainTechnique so you can implement any tessellation approach you want.
