I think i found the issue. I was also seeing this same error show up in the
/var/log/messages log when i tried to change the a queue named "Junk", not
sure if this is a default queue or was setup before i took over. It wouldn't
let populate the change form.

looking at the sql being run, it turns out it was pointing to a non-existant
system address. manually updating the system_address_id field of this queue
to an active system address id seems to have fixed the issue.
