My turnaround time was 8 days, including a holiday weekend. The only
reason I had to "endure" that wait was that when Maurice Sharp sent a
message back in March about this to all the registered developers, I
didn't get around to sending the forms in.
As for the terms of the licensing, it looks to me to be similar to
many other products of large organizations where the "doers" are
trying hard to help everybody be productive, but the in-house lawyers
are being extremely protective.
