The important word is "should" here. Our lawyers say it isn't, in enough
countries to make a difference.
We're investigating how we can improve things, don't get me wrong, but it
all comes down to what's sufficient from a legal standpoint, and no amount
of desire or logic in this thread will change laws.

The difference here is that there's a license in the box, and the laws are
different (and not consistent!) in these cases where you're doing a
traditional purchase for money, I understand.
Quick poll: if we instituted a system that made life easier for developers
from *some* countries, but left the existing system in place for others for
legal reasons, would people not complain that we were discriminating and
obviously hated people from XYZ country/region/etc? I'm feeling
pessimistic...
