I was not aware of this being a requirement and have several forms 
that do not comply with this.  I have read of this but thought it was 
more of a guideline.  oops!  There also, does not seem to be any 
problems, that I have seen.

So, if one does not comply with this requirement, what is the 
consequences?  

It also seems rather odd, that if this is an absolute requirement, 
that there would be parameters for top, left, width and height when 
all that would be needed is height (IF that was an absolute 
requirement).
