I don't think it's a guideline. I think it's a requirement. If dialogs are
arranged such that they're the width of the screen and flush with the bottom,
then redrawing nested dialogs can be optimized to draw front to back and to be
clipped in a simple fashion. The form redraw routine relies on this. If
dialogs appear differently, I assume that there will be cosmetic problems.
By the way, I don't think that any of this is new. The same check is made in
Palm OS 3.0, at least.
