Since it isn't all that feasible to upgrade all the old OS 3.1 devices to OS 3.5 and 
see what winScreenMode says, I was wondering if
some of the folks who programmed OS 3.5 might have an insight into this?  Is this a 
hard code?

What makes a device think it can't do 16 shade gray under OS 3.5?  Knowing this, if 
you upgrade an OS 3.1 device to OS 3.5, will it
think it can do 16 shades?
