Jim, is it possible that this is just an available-power issue?
I assume that you're talking about a powered hub, i.e., one that
has its own wall-wart adapter, but (just as an example), I have
one where said adapter is only rated for 1 amp output.  That's
not much in the context of hard-drive operation; yesterday I was
shopping for a new laptop hard drive, and I remember seeing the
startup current at 1.5 amps or more, with "idle" currents around
0.5 amps.  And that's for notebook drives, where minimizing the
power usage is a major design consideration.  Or am I completely
out to lunch here, and the hard-drive module gets its power from
its own wall-wart?
