Bones,

The "ink waste tank" is a compartment below the scrubber that cleans
the print nozzles. It collects ink every time a cleaning cycle is
executed and can, indeed, become full. Never tip a well-used inkjet
printer more than a few degrees or you can easily learn just how full
it can get! <G>

I suspect, though, that "full" is based on the number of cleaning
cycles that have been executed, rather than a level sensor. It's not
just Canon, either:
