There might not be anything wrong, either with your system or with the CD.
The question in my mind is this: Will OS 9 run on a 7200 at all? That is, the installer CD may not be machine-specific as has been suggested, but rather hardware-specific. I installed OS 8.1 onto my 7200/90 from the PowerMac G3 CD that came with my neighbor's beige G3 without any problems. However, the installer wouldn't run on my 68030 Macs. No surprise there, once I discovered that 8.1 requires at least a 68040 to run. The Mac OS installers are smart enough not to install on a system the OS couldn't run on--after all, that would leave you with a inoperable system. I'm not sure of the processor requirements of OS 9, but it might not run on a 601 at all! In my experience, it's usually not advisable to upgrade the OS too far beyond what was current when the machine shipped. I ran 7.6.1 on my 7200 almost exclusively for a while, 'till I realized that I had enough enhancements-like Appearance SDK-installed to merit going with OS 8.1. I would hesitate to go much past 8.1 on a 601-based machine, though, for the reason that things will slow down as complexity increases. Keep it simple! Quick test: Will the 7200 boot off the OS 9 CD?
