The fan in the side cover and the fan in this particular power supply were 
both operating properly, meaning that the 12 volts was regulating properly.

I believe the 5 volts is interdependent with the 12 volts, and sure enough 
the drives were working properly.

The "word of art" for this regulation scheme is "semiregulated".

However, I believe the 3.3 volts is independent of both the 5 and 12 volts.

If so, then the 3.3 volt regulator in this particular 9600's power supply may 
have been faulty.

I only checked the 5 volts (I found it to be about 5.05 volts, which is 
within 1 percent of specification) and the 12 volts (I found it to be 
slightly lower than 12 volts, but still within the +/- 5 percent 
specification).

I did not check the 3.3 volts, which is what the "processor core" runs on, 
and which I believe is faulty in this particular power supply.

This flaw will only affect components which are operated directly from the 
3.3 volt power supply, which on the 9600 may be only the processor card. For 
sure, the DIMMs are operated from the 5 volt supply, even if the chips on 
specific DIMMs are actually 3.3 volt parts.
