It could be other than the mouse (the ADB connector or controller on the 
logic board). I have found that if a mouse goes bad, it is usually due to 
fuzz and crud in the mouse itself. The only other ADB mouse problem I had 
was similar to yours (with an Apple IIgs) and on it the ADB connector on 
the keyboard (between the mouse and computer) had partially broken loose 
from the logic board.
