I believe that 33k would be baud rate, not down load rate.  here in 
the US, with a 56k modem and very high quality telephone connect we 
might see 7.5k once in a while on a very good day.  Other wise we 
have the same average, 3-5k down load normal...

This, of course, is just my opinion.......
