Safari does not have a mail component, hence me recommending Apple 
Mail, which is a very very nice app, the best email app I have ever 
used. On top of that, Safari and Mail are fastFastFAST, unlike other 
browsers/mailreaders. If I was you, I would dump 8.6 entirely, leave 9 
on your hard disk, and run X unless you have to boot into 9. This will 
allow you to use the best software that is available, IMHO, for what 
you want to do.
