Finder is part of the system, and doesn't require specific memory settings.

Other applications require setting the memory specifically, although most of
the time they come preconfigured for what the manufacturer recommends.
Sometimes (a lot more often than one might think) overriding the
manufacturers recommendations will make the app run more smoothly.  For
example, most of the time they are pre-set to run on Macs without a lot of
memory, even though more memory will allow it to run smoother (i.e. not
having to reload resources as often, etc.).
