Some files may not be registered correctly on your computer.
You may have mismatched versions of some files that are shared in common.
Internet Explore (iexplore.exe) should be here:
"C:\Program Files\Internet Explorer\IEXPLORE.EXE"
Use Start -- Find -- Files or Folders to locate duplicates (if any)
If duplicates found, delete them
You might also try:
MyComputer -- Control Panel -- Add Remove Programs
Scroll down to "Microsoft Internet Explore 6 and Internet Tools"
Click on "Add/REmove"
Select "Repair Internet Explorer" radio button
Click OK
Click Apply
Click OK
Restart computer and see if IE works properly
If so,you are done.

The next part is mostly guesswork on my part. I went through this about a
year ago and finally got links working correctly with a C++ program using
.cpp file extensions. The ideas should be the same for the .exe file type.
You also need to check the registry for .exe file types. Start Regedit and
look in
HKEY_CLASSES_ROOT\.exe
This tells you how .exe file are indicated. Now follow down in the registry to
HKEY_CLASSES_ROOT\exefile
Look in the shell\open\command folder
HKEY_CLASSES_ROOT\exefile\shell\open\command
It should show "%1" %* as the data value
The data shown in the Registry should match
MyComputer
View -- Folder Options -- File Types tab
Scroll down to application
Extension: EXE
Content Type (MIME): will be the last application type you registered
Opens with: [EXECUTABLE]
If you look at MS-DOS application (COM, EXECUTABLE) in both the file types
tab and in the registry you will begin to understand how file type and registry
entries are related.
I'd bet that some how, file associations for .exe files have become damaged.
