What kind of server? A real server or just a computer that is an internet gateway? Has it ever connected to the internet? I'd check the settings for the dns server in your network properties on the Win98 machine. You could get the true dns numbers for a site ( 64.234.24.20 is CNN) and type those into your browser and see if it connects. If it does then your dns server settings are wrong. If it doesn't your server if not allowing the computer access. Do you have internet sharing software?
