If you can access the local net and your TCP-IP setting are configured correctly with the DNS servers and the gateway settings then it seems to me you have to look at the server. Is this server/client or a peer to peer network? One other thing I guess you could look at is any policy settings on the Win98 machine that could restrict access outside the local network.
